The "Gili Cat 2" speed boat exploded 10 minutes after departing from a Padangbai pier, Senior Commissioner Anak Agung Made Sudana, spokesman of the Bali Police, said in Nusa Dua, Badung District, Bali, on Thursday.
The nationality of the dead tourist is still unknown.
Among those seriously injured are tourists from Australia, Portugal and Germany.
The victims were rushed to the Sanglah Public Hospital.
An investigation is being carried out by the Karangasen police, he added.
The speed boat was heading towards Gili Trawangan Island in West Nusa Tenggara, when the accident happened.
