"The budget, which was worked out based on the previous system, often could not be absorbed optimally," FITRA National Board Chairman Ahmad Erani said here over the weekend.
He noted that the conventional budgeting method did not reflect current problems because the government did not draw up priority scales.
Ahmad said his organization recorded how actual spending of state budget revenues in 2012 reached only about 97 percent, with the largest portion being spent in the last quarter. "About 40 percent of the budget was absorbed in the fourth quarter of the year," he said.
He added that the government blamed the slow absorption of the budget on regulations. "The government argued that slow absorption was caused by regulations. Several polices have been improved, but they have not yet changed the problem ," he said.
Actually, the main problem could be seen by watching the use of the conventional system in putting together the state budget, he added.(*/M038)
