Jakarta (Antara Bali) - After two years in power, the government of Joko Widodo (Jokowi)-Jusuf Kalla (JK) has not been able to focus on law reform, a law expert said.

"If we see in the past two years, development of the country's legal system is still out of the focus. In the first year, the focus was on political consolidation. We could understand why Jokowi chose to focus on political consolidation," Constitutional Law expert from the University of Indonesia Dr. Saldi Isra said.

The impact of the general elections that turned out two blocks  of political rivals forced Jokowi to focus first on political consolidation, Saldi said when launching his book titled "Neglected Law" at the office of the Indonesian Corruption Watch (ICW) here on Tuesday.

In the second year, Jokowi still not chose to give priority to law reform, instead the government was more busy with economic development that led to the issuance of a series of economic policy packages which are expected to save the country from the devastating impact of global crisis.

However, through its 12th economic policy package, there had been attempt of the government in the legal sector that has implication  on economy, Saldi noted.

The government cancelled around 3,000 regional regulations, which are considered hampering investment in the regions, he cited.

"Later there was crack down on illegal levies. I think this would lead to more serious addressing of legal issues," he said.

He said he hoped the momentum of commemoration of two years of the government would be a starting point for Jokowi-JK to give greater attention to law enforcement.

The government has yet to answer three law agenda  in Jokowi's Nawacita (nine priority agenda) including law substance, law apparatuses  and legal culture.

Delay in mending law substance resulted in complicated and overlapping regulations, he said, adding, meanwhile improvement is also needed for law enforcement officers, who still tend to committing extortion, illegal levies  and manipulation .

The third strategy is legal culture, which is expected to implant awareness on the people to stop bribing officials, he said. (WDY)
