Jakarta (Antara Bali) - National Police Chief Gen Badrodin Haiti said that regions which would organize simultaneous regional head elections have their own security threats.
The Police will apply the same parameters in identifying the security threats, the Police chief said in a cordial meeting with the executives of the Islamic Muhammadiyah organization on Sunday night.
"We will focus on the regional head elections in the district or municipality levels. We already have parameters to identify possible threats," he said.
He said the parameters included voters characters, conflict situation, completeness of election organizers, conflict history and political party conditions (weather there is dualism in their leadership).
Therefore, the Police chief said that the people should not worry about the regional head elections which would be held simultaneously across the country in December 2015. Police, he said, are now ready to ensure the elections security.
"(We admit that) elections such as presidential and legislative elections, have threat potentials. It is a normal matter," he said when asked how far is the security threat to the simultaneous elections.
Regarding the lack of funds for the pacification of the regional head elections, Haiti said that efforts to have additional funds were still in process.
"We previously lacked Rp700 billion. There has been additional but we still lacked Rp500 billion now," he added.
He expressed confidence that the elections would be held without major obstacles on December 9, 2015.
An official has said earlier that the amount of funds allocated to finance efforts to maintain security during the simultaneous regional head elections next December is insufficient.
"The home affairs minister has written to the coordinating minister for political, legal, and security affairs and the finance minister about the shortage of security pacification funds," Director General for Regional Financial Affairs Reydonnyzar Moenek stated here on Friday.
He added that Home Affairs Minister Tjahjo Kumolo had reported and explained the issue of inadequate pacification funds to President Joko Widodo.
"Today, we (the Home Affairs Ministry) sent letters to Coordinating Minister for Political, Legal, and Security Affairs Tedjo Edy Purdjatno and Finance Minister Bambang Brodjonegoro regarding the lack inadequacy of funds," Moenek affirmed.
According to a report submitted by National Police Chief General Badrodin Haiti to the House of Representatives (DPR), Rp1.07 trillion in funding is required to maintain security during the simultaneous regional head elections. However, the amount made available is only Rp569 billion.
The allocated funds in the regional budget (APBD) for 269 regions includes Rp645 billion for the police, prosecutors' offices, and local apparatuses.
"Solutions to the shortage of funds will be discussed and decided in a limited cabinet meeting," Moenek pointed out.
In a meeting with Commission II of the DPR, National Police Chief Badrodin Haiti emphasized the importance of maintaining security during the regional head elections, which will be organized simultaneously for the first time in December.
"We believe that the regional head elections are prone to various security threats. We have mapped out areas in every region vulnerable to such risks," the national police chief noted. (WDY)
