Jakarta (Antara Bali) - Indonesian Resources Studies asked the government issued rules for PT Pertamina (Persero) to increase subsidized fuel distribution over the state budget quota.

     "We remind the government in this case the Ministry of Energy and the Ministry of SOEs to not violate existing rules," said Director of Indonesian Resources Studies (IRESS) Marwan Coal on Sunday.

He expects, MEMR together Pertamina immediately consult to parliament for approval of the additional quota of subsidized fuel.

      Based on estimates of Pertamina, the quota of subsidized diesel fuel will run out the third week of December and the premium on the last weekend in December 2014.

According to Marwan, Pertamina is under the government, but are reminded of the Ministry of Energy and the Ministry of SOEs to not bypass the existing rules.

      Similarly, he added, Pertamina's management requested not run government policies that could potentially violate the rules.

      "The government should not force Pertamina run the command without regard to the provisions of the Act. Instead, Pertamina also do not just obey orders from superiors, without any clear legal basis," he said.

      Former Member of the Regional Representative Council (DPD) in 2004-2009 was continued, the government would be breaking two laws once the Budget Law and the Law on SOEs if ordered Pertamina distributing fuel subsidies over quota.

      Violations of the State Budget Law, he added, because the government mandated quotas for fuel channel that is 46 million kiloliters.

"On the other hand, if forced Pertamina distributing fuel subsidies at the risk of loss, then the government violated the law mandates SOE SOE should not lose," he said.

     Meanwhile, Head of Downstream Oil and Gas (BP Migas) Andy N Sommeng still optimistic fuel quota does not exceed the budget assumptions Changes in 2014 was set at 46 million kiloliters.

      Subsidized fuel quota specified in the revised state budget in 2014 amounted to 46 million kiloliters.

      Of the quota, BPH Migas divide it into Pertamina amounted to 45.355 million kiloliters consisting of 29.29 million kiloliters of premium, 15.165 million kiloliters of diesel, kerosene and 900,000 kiloliters.

      Then, AKR Tbk of 640.0000 kiloliters consisting of 500,000 kiloliters of diesel fuel and gasoline 140,000 kiloliters.

      Meanwhile, PT Surya Parna Commerce quota of 5,000 kiloliters.
